D-ELAN core issues

Quality standards and certification
for 2005 expected D-ELAN, the introduction and dissemination of the first quality certificates, that the e-learning field buyers of products and service users a reliable decision support. These certificates are increasingly geared to the form and content of international quality standards. In D-ELAN especially the Committee of Experts will adopt “quality” of this issue. The contacts from the expert committee “International” will facilitate this co-ordinated action on the German range.

International
D-ELAN aims for 2005 increased international advocacy for its club members and will therefore participate in international conferences and pioneering meetings and strengthen cooperation and official liaisons with relevant organizations. The ILF Workshop “e-learning in development cooperation” kicks off this. The expert committee “International” will speak on “International e-Learning” continue these activities on a “D-ELAN locally”. Specific objectives are the development of the German USPs in the international e-learning market in a detailed position paper.

Mobile learning
Mobile learning is a further step on the road to temporal and spatial delimitation of learning and thus contributes to the increasing flexibility of the labor market into account. New mobile technologies have in recent years created the basis that learning scenarios will be accessible from anywhere and anytime. The integration of mobile elements also makes already established blended-learning approaches for many target groups more attractive. These developments support the forecasts that mobile learning is increasing influence on the knowledge society. The new technical committee “Mobile Learning” will press ahead with substantive debate on this subject.

Public Administration
under the motto “E-learning in the public service”, the D-ELAN will establish a technical committee for the target group of the public administration this year. Be raised in particular topical issues such as the new accounting for local authorities and the Performance-based remuneration in the public service. D-ELAN thus contributes to increased training and knowledge management requirements in the public administration and actively contributes to the spread of e-learning in public structures.

Public Private Partnership
With Public Private Partnership (PPP) paved the way for a far-reaching cooperation between universities and businesses can be found in e-learning. The aim is to identify success factors and approaches for successful public-private partnership projects.

Service
networks, the potential of service networks and outsourcing of e-Learning processes and projects will make the cooperation of suppliers and demanders new. Cost pressure, short-lived and highly complex technologies and high quality requirements leave businesses and educational institutions on cooperation with service networks and the outsourcing of individual training and further education measures reflect. What can be transferred to external providers, which areas can be outsourced and how do you find the right provider? When looking for convincing answers the D-ELAN network 2005 will be an important contribution.

E-learning in formal education
